Societal Correctability Under Converging Systemic Pressures

Under what conditions can societies respond to warnings while preserving peaceful, democratic opportunities for change? This conceptual research proposal develops a six-event protocol, five testable hypotheses and a proposed flood-risk pilot. No empirical results or societal forecasts are claimed.

Version 0.8.1 · Conceptual and methodological research proposal · Pilot not conducted

Research approach

The paper distinguishes warning, institutional recognition, binding decision, implementation start, verified completion and outcome evaluation. Corrective speed, completion and effectiveness are explicitly separate.

Five falsifiable hypotheses

The proposed tests concern response trajectories and outcomes, concentrated veto power, concurrent systemic pressures, transparency and repeated corrective failure. These are hypotheses, not findings.

Next empirical step

A preregistered pilot is proposed on German flood-risk preparedness across the 2002, 2013 and 2021 flood cycles; it has not yet been conducted.
